The Building Act 2004 is an updated version of the "performance based principles" contained in the earlier Building Act, passed in 1991.
The 2004 Act is designed to provide a more prescriptive means of managing risks.

The Building Act proposes to -
a) Safeguard the health, safety and amenity of buildings;
b) Protect other property from damage;
c) Facilitate the efficient use of energy;
d) Provide access and facilities for people with disabilities.
Note that it is the Building Code that contains the criteria that building products and methods must meet.
